International tax assistance
At RGS we have a highly specialized tax team ready to provide assistance in international tax matters. We have designed and led the expansion of several Chilean companies to other parts of the world, while at the same time providing advice to foreign entities seeking to carry out activities in Chile. We aim for global tax efficiency through a deep understanding of cross-border rules, Double Taxation Conventions and Transfer Pricing regulations.

Domestic tax assistance
At RGS we provide advice regarding the determination of the tax consequences of any particular business plan, while at the same time helping our clients in the design of their operations from a tax perspective. We can perform tax diagnostics for companies and groups, helping them to identify those internal processes that may require improvement. The interaction between our legal and tax compliance team is crucial in the implementation of the strategies we design.
Tax dispute resolution, administrative and tax litigation
At RGS we assist our clients with the many different procedures and petitions that may be carried out or lodged before the tax authorities. Further, in all those cases in which our clients have been notified of an adverse resolution, we can provide assistance in challenging such resolutions through the administrative resources or appeals.
Our team can also assist clients in challenging any acts issued by the tax authorities before Tax Courts, Courts of Appeal and the Supreme Court. We have an extensive experience assuming the representation of our clients in the case of tax infractions and in the negotiation of alternative solutions to tax litigation.
Tax compliance
In general, our team is prepared to provide assistance with any relevant tax compliance obligations, for domestic and multinational companies. At RGS we assist our clients in the internal control of companies, which includes auditing, reviewing and diagnosing their tax compliance situation. It also includes the determination or validation of the company’s tax result; deferred taxes; or the company’s capital. Further, our services also include the elaboration of the accounting records required by law; the preparation and filing of annual or monthly tax returns, and affidavits.
Startups, venture capital and international migration (flip)
At RGS, we have developed extensive experience supporting the international expansion of Chilean startups, assisting them with day-to-day matters as well as with investment and venture capital processes. We have designed Flip structures, that is, the relocation of Chilean companies abroad, helping them select the location of the global parent entity and supporting them through investment rounds, such as Series A/B and secondaries with international venture capital. Likewise, we have assisted founders in designing and executing their exit processes (sale), taking into account rules on capital gains, CFC (Controlled Foreign Corporation) regulations, and rules on the indirect transfer of underlying Chilean assets.
Our command of both domestic and international tax rules, our expertise in corporate law, and our ability to implement solutions at the accounting level offer the perfect combination to effectively assist in consolidating our clients’ businesses.
Transfer pricing
We are prepared to assist our clients in the evaluation and design of their related party transactions, so as to identify opportunities that may arise from them. Our team is also prepared to provide assistance regarding transfer pricing compliance obligations, lodging Transfer Pricing affidavits, CbCR, Local and Master file, in all cases based on a detailed transfer pricing analysis. We have also successfully represented clients both at the administrative and judicial level in challenging transfer pricing assessments and pricing adjustments.
M&A, corporate reorganizations, family businesses and high-net-worth clients
At RGS, we draw on extensive experience implementing corporate structures and reorganizations, including mergers, demergers, acquisitions, takeovers, and asset deals. Because no two businesses are alike, we design tailor-made solutions suited to each client’s particular reality.
We place special emphasis on family-owned companies, where effective advice requires a deep understanding not only of the business itself but also of the relationships among family members. This dual perspective allows us to design structures that secure both the continuity and the long-term growth of the company, including family protocols governing the administration of the business.
Our practice also extends to the design and implementation of holding and wealth structures for high-net-worth clients, both in Chile and abroad.
Corporate and legal assistance
At RGS we can assist our clients in the creation, modification or liquidation of partnerships, corporations and non-profit organizations. Our team is prepared to draft and review commercial agreements; drafting deeds, minutes or any other corporate instrument; and in the custody of corporate books.
Francisco Sepúlveda
Francisco founded RGS in 2016. He obtained his PhD in International Tax Law at Leiden University, The Netherlands; his Advanced Master in Laws (LLM) in International Tax Law at the International Tax Center Leiden, The Netherlands; his Master in Taxation at the Faculty of Economics, Universidad de Talca.
In the academic field, he has been a visiting lecturer at the International Tax Center, Leiden, the Netherlands, and at Universidad de Buenos Aires, Argentina. He has also been invited to speak at prestigious institutions such as New York University (NYU), Torcuato di Tella, Universidad Austral and UADE in Argentina.
Francisco has extensive experience working as an advisor for international and domestic clients. In the international field, his practice includes the design and implementation of structures that have allowed Chilean companies to expand globally, particularly in the technology and digital services sector. His work also encompasses flip structures for Chilean startups relocating their parent entity abroad, helping them select the location of the global holding company, coordinating investment processes in Series A/B and secondary rounds, and assisting founders throughout their exit processes.
At the same time, he has helped many foreign companies setting up and developing their operation in Chile, by designing tax efficient structures for inbound and outbound payments. His extensive background in Tax Treaties and Transfer Pricing and the knowledge of domestic regulations of many countries, allow him to design tailor-made solutions adjusted to the size, line of business and origin of his clients. Before founding RGS in 2016, he worked as a manager at the tax department of KPMG Chile.
Francisco has worked with companies such as DHL, Sony, Aguas Andinas, Sky Airlines, Vespucio Norte Express, AEL Mining, Barrick Chile, amongst others. Between his current clients we find Global Dominion Access, AssistCard, SURA, Strattner, Rankmi, Maxam, Canadian Solar, Natura, Jan de Nul, VULE, BUK, uPlanner, WherEx, Imagemaker, Keiron, VASS, Renergetica, amongst others.
Felipe Gavilán
Felipe is a partner at RGS. He holds a law degree and a Master in Tax Law, both from Universidad de Chile.
Felipe has more than 20 years of experience in tax controversy, tax consulting, and criminal tax law. He advises clients through the full arc of a dispute: from audits and administrative proceedings before the Chilean tax authorities to litigation in the Tax and Customs Courts, Courts of Appeals, and the Supreme Court. He has consistently obtained favorable outcomes at both the administrative and judicial levels.
Several of the rulings he has obtained have become reference points in Chilean tax practice, shaping how key questions are now interpreted and argued by taxpayers, advisors, and the tax authorities alike.
Before joining RGS, Felipe served as Director and Head of Dispute Resolution and Tax Litigation at KPMG Chile for six years. Earlier, he spent nine years at the Legal Sub-Directorate of the Chilean Internal Revenue Service, which gave him a thorough understanding of how the tax authorities approache audits and litigation.
His clients include Cencosud, Sony Chile, Polpaico, DHL Global Forwarding, Anglo American Chile, Credicorp Chile, Antofagasta Minerals, Deutsche Bank Chile, Compañía Sud Americana de Vapores, Grupo Brookfield, among other companies operating across Chile’s main economic sectors.
Gonzalo Madrid
Gonzalo is a partner at RGS and leads the firm’s tax compliance practice. He is an accountant from Universidad Tecnológica Metropolitana (UTEM) and holds a Master in Tax Management and Planning from Universidad de Talca and a Diploma in Tax Planning from Universidad de Chile.
Trained as an accountant, Gonzalo brings to RGS a perspective that combines technical accounting rigor with tax expertise, an approach particularly valued by clients whose compliance work sits at the intersection of complex financial reporting and demanding tax rules.
Over more than a decade of practice, Gonzalo has designed and implemented the tax compliance strategy of Chilean and multinational groups operating across regulated and high-volume industries, including software, energy, retail, consumer goods, and automotive. His work spans the full compliance cycle: corporate and individual income tax, deferred taxes, VAT, withholding taxes, sworn statements, tax assessments, diagnostics, and due diligence, as well as the accounting and tax execution of domestic and cross-border corporate reorganizations.
Before joining RGS, Gonzalo spent ten years years in Big Four tax practices: over four years at KPMG, followed by more than five years at EY, where he became Manager in the Tax Compliance department.
He has advised companies such as COPEC, Cineplanet, Grupo CGE, Grupo Enaco, Portland, Nissan Chile, Compañía de Cervecerías Unidas, Global Dominion Access, Assistcard, Sttratner, BUK, Maxam, uPlanner, Rankmi, Renergetica, Canadial Solar, Imagemaker, among others.
Macarena Vera
Macarena is an attorney. She graduated from Universidad de Chile’s Law School. She joined RGS in 2017 with the mandate of building the firm’s corporate practice, where she has established herself as a fundamental resource in the design of the legal documentation required in highly complex international advisory engagements. She works in close coordination with the firm’s tax and audit team, translating legal strategy into the contracts, corporate resolutions, and filings that bring each transaction to life.
Macarena has actively collaborated in the cross-border expansion of Chilean technology startups, designing the corporate and contractual documentation that has enabled such expansion and reviewing and validating foreign-law documentation to ensure its consistency with the client’s global structure. She has also led the design and implementation of the documentation required to support the intragroup contractual relationships that these cases demand, from both a legal and a transfer pricing perspective.
As a key part of her practice, Macarena assists international companies in their establishment and operation in Chile. Her command of local tax and regulatory matters has been instrumental in advising foreign clients entering the Chilean market to operate concessions, distribute advanced-technology goods and software, and carry out other strategically relevant activities.
In the area of mergers and acquisitions, Macarena works in an integrated manner with RGS’s audit team on the design, documentary support, and execution of these processes, as well as on the corresponding reporting to the tax authority. This joint approach ensures that the legal, accounting, and tax dimensions of each transaction are aligned from day one.
Marisol Contreras
Franco Mendoza
Franco is a lawyer from Universidad Adolfo Ibáñez. He joined RGS Abogados in 2024. His practice focuses on advising and representing individuals and companies, with an emphasis on tax disputes before administrative authorities and the courts, as well as tax analysis and planning.
He holds a diploma in Regulation from Universidad Adolfo Ibáñez and is currently pursuing a Master’s degree in Tax Law at Universidad de Chile.
Prior to joining RGS Abogados, he worked as a legal clerk (procurador) at Total Abogados, as an intern at the Supreme Court of Chile and the Constitutional Court, and as an associate lawyer at Maira Vial Abogados.
Valentina Mondaca
Valentina is a lawyer, and she obtained her law degree at Universidad de Chile’s Law School. She joined RGS in 2021, and she focuses her practice mostly in legal, corporate and tax matters, with strong emphasis on multinational tech startups.
Prior to her incorporation to RGS, she worked at Molina Guerra Abogados, and at Rivadeneira, Colombara & Zegers.
María José Moya
María José Moya is a Certified Public Accountant and Auditor from the Universidad Politécnica Territorial de Falcón Alonso Gamero and holds a degree in Business Development from the Universidad Nacional Experimental Francisco de Miranda.
She holds postgraduate diplomas in Compensation and New Strategies for People Management.
She joined RGS in 2025, working in the area of tax compliance and advisory.
Daniel Romero
Daniel studied Public Accounting and Auditing at the Universidad Tecnológica Metropolitana del Estado de Chile (UTEM).
He joined RGS in 2024, working in the area of tax compliance and advisory.
Sofía Salinas
Sofía studied accounting and auditing at Universidad de Valparaíso.
She joined RGS in 2021, and she provides services in the tax compliance department, while at the same time working as a tax advisor.
Felipe Scheuch
He is currently pursuing a Diploma in Tax Legislation taught by the Law School of Universidad de Chile.
Prior to joining RGS, he worked as an intern at Transbank’s Legal Department and at the law firm Porzio, Ríos, García in the areas of Corporate and Labor Law.
Michelle Barrios
Michelle joined RGS in 2022 as an administrative assistant.
Fernando Torres
Fernando is part of RGS’s tax compliance team, which he joined in 2023. He is an accountant from Universidad Diego Portales and holds a Diploma in Tax Analysis from the Faculty of Law of Universidad Adolfo Ibáñez.
With over 15 years of experience, Fernando focuses on the design and execution of tax compliance for Chilean and multinational clients, with particular depth in the banking, insurance, and regulated infrastructure sectors. These are industries where tax compliance involves high transaction volumes, strict regulatory deadlines, and close interaction with both financial reporting and the tax authority.
His practice covers monthly and annual tax determinations, deferred taxes, VAT, withholding taxes, sworn statements, corporate and individual income tax, tax assessments before the tax authorities, and tax diagnostics and due diligence. He also has experience as an external auditor of financial statements, a background that allows him to approach tax compliance with a sharper reading of the accounting behind the numbers, an advantage in listed and heavily regulated entities.
Fernando is accustomed to delivering under the pressure of filing seasons, audit cycles, and time-sensitive transactions, and has built a reputation among his clients for being reliable in demanding, deadline-driven environments.
Before joining RGS, Fernando worked in the tax compliance practices of KPMG and Deloitte, among other firms.
He has advised companies such as Banco Santander, Banco de Crédito e Inversiones, Banco Bice, BancoEstado, MetLife, VTR, Despegar, Penta Vida, Grupo de Autopistas, Global Vía, Metrogas, and Virutex, among others.
Ignacio López
Ignacio has studies in public accounting and auditing at Universidad Tecnológica Metropolitana del Estado de Chile, UTEM.
He joined RGS in 2023, and since his arrival he has focused in tax compliance matters, while also providing tax advisory services.
